Location: Seattle, WA

Position Type: Full-time, salaried, exempt. Funding for this position is guaranteed for 12 months; continued employment beyond 12 months is conditional upon satisfactory performance and funding availability.

Position Summary

The Grant & Project Manager (“Project Manager”) is responsible for management and implementation of a variety of projects focused on advancing livability and smart growth in communities. The Project Manager will perform policy analysis, draft recommendations and reports, educate community members and elected officials, and support Forterra’s advocacy campaigns. A primary responsibility will be to lead implementation of an EPA grant to provide technical assistance to cities in the region and to lead a consortium of national partners providing assistance in 3 other regions. The Project Manager will also manage grant administration, reporting, and sub-recipient monitoring in consultation with the Communities Policy Director and Forterra’s federal grants team, and s/he will coordinate partner and consultant activities.  In addition, this position will also coordinate staff project involvement and will execute relevant parts of the scope, such as developing workshops, engaging key stakeholders, and delivering policy recommendations to cities.

This position requires occasional to frequent travel across Puget Sound and the Olympic Peninsula, including travel requiring the ability to drive a person or company-provided car.

Specific Duties

Project management and grant administration (approximately 50% of work hours)

  • Oversee internal finances, budget and resources for a major federal grant, including tracking budget-to-actual data and ensuring compliance with grant requirements
  • Manage contracts with sub-recipients, including monitoring sub-recipient activity for grant compliance and reviewing reports for accuracy
  • Manage reporting to federal government, including compiling data and drafting reports
  • Improve general project management systems
  • Assist in development and provision of technical assistance to communities
  • Other duties as assigned

Policy research, analysis and recommendations (approximately 50% of work hours)

  • Research local existing conditions in smart growth, land use planning, urban design, active transportation, and other relevant topic areas
  • Work with other staff and consultants to develop technically-sound policy proposals
  • Write concise and persuasive policy memorandums for  local planning and policy change, in line with Forterra’s mission
  • Interface with jurisdiction staff, elected officials and other stakeholders to effectively promote our policy objectives
  • Other duties as assigned

Required Qualifications

  • Experience in policy analysis or advocacy in the areas of land use policy, growth management and sustainable communities
  • At least 2 years of project management experience, including experience managing projects involving multiple organizations or stakeholders
  • Experience with grant administration
  • Excellent organizational skills and attention to detail
  • Excellent written and oral communication skills, including policy briefs, grant reports and excellent public speaking abilities
  • Flexible, resourceful, and able to work well under pressure, with limited direct supervision
  • Bachelor’s degree or equivalent experience in planning, public policy, government affairs, or a related field
  • Proficiency with Microsoft Office, databases and project management tools
  • Ability and willingness to work some non-standard hours, including evenings and weekends
  • Valid, insurable driver’s license/record

Desired Qualifications

Preference may be given to candidates with the following qualifications:

  • Experience with federal grant administration
  • At least 5 years of project management experience in a related field
  • Master’s degree or equivalent experience in planning, public policy, government affairs, or a related field
  • Knowledge of / existing relationships with stakeholders in cities in the central Puget Sound region and on the Olympic Peninsula

Travel, Working Conditions & Physical Requirements

This position is subject to indoor environmental conditions typical to a professional office setting. The essential physical requirements of this position include:

  • Ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects
  • Ability to sit, stand, or otherwise remain in a stationary position at a computer workstation for the majority of the work day
  • Ability to occasionally move about inside the office to access file cabinets, office equipment, etc.
  • Ability to constantly operate a computer and other office equipment such as calculators, copy machines, and printers
  • Ability to communicate accurately with co-workers, clients, and members of the general public about Forterra’s work
  • Occasional to frequent travel across Puget Sound and the Olympic Peninsula, including travel requiring the ability to drive a personal or company-provided car
