ISC is looking for a passionate, can-do professional to lead the organization’s commitment to delivering data-driven, evidence-based programs. ISC has a powerful 20 year history of successfully supporting locally driven efforts in the United States and in countries around the world to create more sustainable communities. ISC typically engages at the grassroots level and promotes and supports multi-stakeholder processes that generate real world solutions to key environmental, social, and increasingly, climate-change related challenges. ISC wants to establish an M&E system that will allow the organization to consistently collect data across all programs to ensure the highest program quality, to continually test and improve its key programmatic models and theories of change, and to make programmatic and operational decisions based on solid data.
Responsibilities
Institutional Change
- Establish an organization-wide monitoring and evaluation system. Establish core M&E protocols, document templates, procedures, reporting guidelines, etc.
- Document and test ISC key programmatic and theory of change models.
- Establish system of regular program review based on collected data. Make recommendations to senior management on how to improve program design and implementation.
- Establish “communities of practice” that serve as forums for project staff and partners to allow real time learning and continual improvement of project implementation.
- Keep abreast of innovations in the M&E field and share with staff.
Program Support
- Assist in the hiring of all project M&E staff.
- Support ISC projects in developing M&E systems that meet their specific needs, in line with available resources.
- Coordinate the implementation of program evaluations/assessments such as baseline and annual surveys, mid-term and final evaluations, and ongoing collection of impact data.
- Train field staff on M&E best practices. Ensure that field staff has adequate skills to meet organizational M&E requirements.
- Conduct site visits to ensure that data collection methodologies are valid, to conduct staff training, and other tasks as needed.
- Ensure that all project data collection and M&E activities are in compliance with donor requirements.
- Oversee the identification and, where appropriate, the management/coordination of consultant(s), hired to provide M&E – related technical assistance to the organization.
Communication
- Develop a system to ensure that relevant M&E data, findings, and recommendations are regularly communicated to senior management, program staff, field staff, and program beneficiaries.
- Develop compelling communication products (brochures, one-page briefings, briefing papers, etc.) that clearly demonstrate the impact of ISC programs.
M&E Leadership
- Demonstrated experience using diverse quantitative data collection methodologies.
- Demonstrated experience using qualitative data collection methodologies.
- Demonstrated experience using statistical analysis software.
- Ability to travel.
- Commitment to the ISC mission and goals.
