Job Description: 

ISC is looking for an experienced accounting professional to fill a key position on our Finance Team. This position serves as the primary resource for all accounting and grant-making operations in our international offices, as well as supporting the budget process for both domestic and international programs. 
The successful candidate will have a degree in Accounting, or an MBA coupled with five years of diverse accounting experience. The ideal candidate will be a CPA or ACCA with international experience, good knowledge of US federal grants requirements, and familiarity with USAID rules and regulations. International travel is required.

Over the years, ISC has become recognized as a market leader, connecting civic participation with environmental problem solving. Whether we are building the capacity of civil society or helping cities reduce their greenhouse gas emissions, we remain true to that history, and continue to empower citizens to respond to challenges with integrated, sustainable, community-driven programs. To date, we have carried out 77 projects in 22 countries around the world, with seven offices in the U.S, the Balkans and Asia.

Responsibilities

 

 

  • Review monthly financial reporting packages from international offices (including random testing of documentation) and the resulting journal entries into the HQ accounting system, assisting with follow up with international accounting staff with questions or concerns as needed
  • Oversee the maintenance of both hard copy and electronic program files related to financial activities
  • Oversee the tracking of sub-grant and subcontract awards and payments ensuring proper classification for indirect cost recovery
  • Participate in the start up of new international locations, including; research on host country legal and financial reporting requirements, participating in the recruitment of host country finance staff, set up of ISC accounting software, training on ISC accounting software and financial policies and procedures as they apply to the host country finance team and training on the ISC sub-grant management policies and procedures to the appropriate host country staff
  • Perform annual financial management system reviews in international offices, testing documentation and internal controls, prepare written reports on findings and provide hands-on training and advice during on-site visits as needed
  • Participate in the development/updating of ISC accounting, financial management and grant-making systems and policy and procedure manuals in order to better meet program objectives, ensure accountability and reduce financial risk
  • Support the ISC annual budget process, assisting international finance teams and HQ program officers in the development of their budgets (both field and home office) and provide training on the budget tools as needed
  • Review (and submit when needed) quarterly Accruals (or pipeline) reports for USAID for all projects
  • Review annual VAT report to USAID
  • Prepare and/or review proposal budgets as needed for all programs
  • Assist in the preparation or review of USAID and other donor financial reports, as needed
    Respond to finance related inquiries of enterprise-wide staff
  • Act as back up for Finance and Administration team members as needed during absences
  • Other duties as assigned

 

Knowledge, Skills and Abilities

 

  • Strong understanding of GAAP and federal reporting requirements (preferably USAID and/or A-133) and the ability assist and support others in their application
  • Knowledge of QuickBooks and/or other accounting software packages
  • Attention to detail and accuracy
  • Excellent oral and written communications skills, particularly in cross-cultural setting
  • Ability to work proactively and independently, and collaboratively as necessary
  • Ability to interact positively and effectively with a diverse group of people while providing consistently excellent customer service enterprise-wide
  • Ability to prioritize work assignments appropriately and manage pressure of conflicting demands
  • Ability to speak Mandarin a plus

 

Working Conditions

Office environment. International travel required up to 25% per year (7-21 days/trip).

Qualifications

 

  • Bachelor’s degree in accounting or MBA. CPA or International equivalent (ACCA) desired
  • Five years diverse accounting experience preferably in international context, planning and supervising fiscal processes including budgeting, financial management (including audits, documentation review and site visits) and financial analysis
  • Three years interpreting and applying US Federal grants requirements and USAID rules and regulations
  • Experience developing training materials and delivering training courses related to financial management
  • Supervisory experience a plus
  • Knowledge of QuickBooks and/or other accounting software packages
  • Commitment to the ISC mission and goals
