Project Location: Residence in Bengkulu Province is highly desired. Residence in Jakarta with significant travel to Bengkulu will also be considered.

 

Position Description:

Project Concern International (PCI) is currently seeking a Chief of Party in Indonesia to lead a proposed project to USAID which aims to achieve strengthened resilience of vulnerable rural populations in Bengkulu Province to disaster and climate change.  This will be achieved through the following three intermediate results: strengthened institutional capacity for disaster and climate change management; reduced exposure and vulnerability through adapted livelihoods; improved disaster preparedness practices of communities through knowledge and education.

 

The Chief of Party will be responsible for program impacts, external representation and coordination with USAID, other donors and other programs while also contributing to technical guidance of the programs and, where appropriate, offering technical assistance to strategic partners. The COP will also be responsible for oversight of program activities to ensure quality work and compliance with grant results. The COP is responsible for managing staff, overseeing budgets, writing reports, and establishing appropriate monitoring and evaluation systems. S/he will also ensure the effective start up, management, implementation, monitoring, reporting and evaluation of grant resources. The COP will also serve as the PCI’s senior representative in Indonesia.

 

Primary Responsibilities:

   Ensure successful start-up, implementation and close-out of all project activities

   Oversee all technical staff, project implementation staff and subcontract recipients to ensure optimal programmatic quality, providing overall vision and leadership

   Assure good financial management of the project (e.g. budget execution, monitoring and reporting processes) and adhere to PCI and USAID financial policies and procedures

   Develop and maintain effective working relationships with donors, partners and local stakeholders

   Fulfill all reporting obligations in a timely, quality manner to donors and implementing partners as required

   Define the project management structure and communication mechanisms with partners

   Recruit, hire, and supervise new staff, as needed

   Manage overall project and project deliverables, including compliance with PCI and USAID rules and regulations

   Oversee and ensure timeliness of monitoring and evaluation activities

 

Qualifications:

   Post-graduate degree (e.g. MPH, MSc)

   Minimum of 10 years of overseas experience in international development, including 8 years in a similar role and significant experience implementing disaster risk reduction/climate change projects, preferably in Indonesia.

   Excellent understanding and familiarity with US Government donor regulations

   Demonstrated abilities in NGO reporting, budgeting, procurement, and project management

   Project performance management, including monitoring and evaluation

   Capacity to develop and mentor a team of highly qualified professionals

   Demonstrated ability to create and maintain effective working relationships with local ministries, NGO partners, international agencies, and U.S. government agencies.

   Excellent facilitation, analytical and organizational skills

   Excellent verbal and written communication skills in Bahasa Indonesia and English

   Strong Excel and financial management abilities
