Job Description: 

The Director of Building Programs and Energy Codes, working in the Alliance to Save Energy’s Washington DC office and reporting to the Senior Vice President for Programs, is responsible for leading the Building Codes Assistance Project (BCAP) and other program activities that advance energy efficiency in new and existing buildings, principally in the U.S. but on occasion also in other countries.

The Director provides strategic and management direction to BCAP, a collaborative program administered by the Alliance in partnership with the American Council for an Energy Efficient Economy (ACEEE) and the Natural Resources Defense Council (NRDC). The Director supervises the BCAP staff in Washington DC and other U.S. locations, assuring timely and effective completion of BCAP activities involving energy code adoption advocacy, training, and technical assistance.

A principal responsibility of the Director is to provide coordinated national leadership on energy code adoption and implementation by developing and maintaining close working relationships with energy code advocates and allies at the regional, state, and local levels; with industry stakeholders; and with the Department of Energy and other federal agencies and sponsors. The Buildings Director participates in program development and implementation; develops productive relationships between BCAP and other Alliance programs; raises the awareness and involvement of Alliance Associates in BCAP and other programs; and identifies and secures funding to support BCAP and other buildings sector programs of the Alliance.

Essential Duties and Responsibilities

  • Design, initiate, and lead Alliance program activities that advance energy efficiency in new and existing buildings through regulatory codes and standards and complementary market-based approaches.
  • Develop and periodically review the strategy and implementation of a coordinated national program of energy code advocacy as well as training and technical assistance on code adoption and implementation.
  • Represent the Alliance and BCAP at regulatory and policy forums related to energy codes and maintaining effective working relations with key sponsors, stakeholders, and partners in federal agencies, states and local jurisdictions, the private sector, university and research organizations, and NGO energy efficiency organizations.
  • Manage overall BCAP task development and execution, including progress against deliverables, staff assignments, status and expense reporting, and other project activities.
  • Supervise the work of on-site and remotely-located BCAP staff as a “virtual team”; prepare annual performance appraisals for discussion with staff.
  • Provide expertise to support the Policy Team and other Alliance staff on buildings-related policy and program issues, including legislative proposals, tax incentives, electric industry programs and regulatory incentives, appliance and equipment standards, efficient windows, and federal energy management.
  • Advise senior management on other buildings related policy, program, and management issues.

Qualifications

  • Outstanding leadership and interpersonal abilities in project management and fundraising, relationship-building with key allies and partners, and management of highly-networked and geographically dispersed staff and allied coalitions.
  • Extensive and diverse experience and in-depth familiarity with building energy codes and other energy efficiency programs and policies. (Preferably a graduate degree in an energy efficiency related field and at least 10 years of relevant combined education and professional experience, including experience at a senior supervisory level.)
  • Exceptional analytical, technical, and advocacy skills.
  • Excellent oral and written communications skills; demonstrated ability to interact at a senior level with diverse technical, corporate, and policy audiences as well as the general public.
  • Ability to travel domestically and conduct active outreach and training with advocates, government agencies, technical experts, regional and national market transformation organizations, and the business community.
  • Demonstrated ability in managing and mentoring professional staff, and in growing a diverse program portfolio.
  • Recognition and credibility in the buildings energy efficiency field.
  • A high level of commitment to the cause of energy efficiency in buildings.
