Overview: Our Transportation group provides comprehensive planning, design, and engineering services for all phases of airports and aviation, bridge, rail, roadway, and transit projects. Responsibilities: - Reviews and comments on Request for Proposals (RFPs) and Request for Bids (RFBs) packages
- Works with other RFPs and RFBs team members to answer questions and correct errors and/or inconsistencies
- Prepares packages for advertising, printing, and distribution
- Conducts pre-bid and pre-proposal meetings to answer questions and set schedules
- Establishes evaluation criteria
- Receives bids and proposals; acts as chairperson on bid/proposal evaluation team; recommends contract awards to supervisor
- Prepares various contract award letters and notices
- Responds to bid and proposal award protests
- Participates in initial contractor and consultant conferences
- Completes final draft of contracts
- Reviews and approves invoices and payments
- Negotiates and approves change orders and contract amendments
- Coordinates escrow agreements
- Attends progress meetings to review contract issues, set payment schedules, and make adjustments to contract administration
- Monitors contract compliance
- Assists in developing claim strategies designed to minimize damage assessment and effect on schedules
- Arranges and participates in final inspection and prepares closeout documents
- Prepares monthly status reports, summaries, and other correspondence
- Supervises subordinate staff
- Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
- Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures
Essential Knowledge and Abilities Knowledge of: - Theories, principles, and practices of contract administration for public agencies
- Applicable local, state, and federal laws, rules, regulations, and policies governing public procurement and contract administration processes
- Principles of supervision
Ability to: - Plan, organize, and monitor the work of a contract administration unit
- Perform complex contract administration work
- Mediate and negotiate
- Interview and evaluate contract proposal respondents
- Represent Metro before the public
- Prepare comprehensive reports, contracts, specifications, correspondence, RFPs, and RFBs
- Communicate effectively orally and in writing
- Analyze situations, identify problems, and recommend solutions
- Exercise judgment and creativity in making decisions
- Determine strategies to achieve goals
- Compile and analyze complex data
- Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, and budgets
- Interact professionally with various levels of Metro employees and outside representatives
- Supervise subordinate staff
- Travel to offsite locations within a reasonable timeframe
Qualifications: - Bachelor's degree - Business, Public Administration, or other related field
- 5 years' journey-level experience performing contract administration work
- Valid California Class C driver license
