NESCAUM is seeking an experienced leader for our Science and Technology Team. This is a high visibility position requiring considerable interaction with policymakers and other stakeholders in the Northeast. NESCAUM is a nonprofit association of the state air pollution control agencies in the six New England states, New York and New Jersey. NESCAUM provides technical and policy assistance to its members on air pollution, climate, and energy issues of concern in the Northeast and represents the states in regional, national and international forums. NESCAUM is managed by a Board of Directors composed of the lead air quality officials in its eight member states, and has a staff of approximately 20 professionals with expertise in science, technology and policy. NESCAUM is involved in a wide range of programs and issues related to air quality and climate science and technology as it affects the Northeast states. The Science and Technology Team Leader will assist the states in meeting their clean air and climate objectives through scientific and policy support based on state-of-the-art monitoring, multiple types of modeling, technical analysis, and expert interpretation. The Northeast states face an unprecedented number of federal, regional, and state initiatives requiring the best available scientific and technology information to make informed climate and air quality planning choices. Newly revised health-based air quality standards will require States to develop air quality plans under the federal Clean Air Act while they must also address visibility improvement in national parks and wilderness areas, and comply with requirements of a revised federal rule to reduce the interstate transport of air pollution. At the same time, the NESCAUM states are leading efforts to reduce atmospheric mercury deposition and address climate change. To address these myriad goals, the Science and Technology Team Leader will have an active role in integrating tools and planning processes that encompass traditional air pollutants along with emerging greenhouse gas measures. These activities will require creativity, flexibility, and capacity to integrate analyses, modeling, and interpretation into a solid technical foundation in support of effective policy.
