Job Description: 

The Institute for Sustainable Communities (ISC) is seeking a Human Resources Director to develop and implement effective HR strategies and programs supporting the culture and growth of ISC. The Human Resources Director will support ISC's mission by directing or administering HR strategies, including organizational development, training, performance management and compensation. The HR Director will also lead recruitment, benefit administration, employee relations, employment counseling, and other related human resources functions. This role will work closely with ISC management providing expert advice on employee related issues. The position requires some international travel.
Organization Description
ISC is an independent non-profit organization that gives passionate, committed people the tools, skills, and resources they need to make their communities better places to live. Our current areas of programmatic growth include strengthening democratic institutions and citizenship in transition countries; helping communities in the US and China become more resource efficient and transition to low-carbon economy; and supporting sustainable community development - particularly in areas recovering from natural disasters or vulnerable to climate disruption. With our headquarters in Montpelier, Vermont, and offices in China, Macedonia, Serbia, Kosovo, the Caribbean and Washington, DC, ISC has an international staff of approximately 90 people and an annual budget of approximately $14M. Since our founding in 1991 by former Vermont Governor Madeleine M. Kunin, ISC has led transformative community-driven projects in 23 countries across the globe.
Responsibilities
Promotes and implements human resource values by planning and managing human resources programs; directing staff.
Demonstrate a proactive approach in building a pipeline of qualified candidates to meet both current and anticipated staffing needs in alignment with ISC's culture, mission and organizational objectives.
Support international human resources management.
Ensure human resources compliance and best practices.
Ensure staff performance, training and development activities are evaluated and advanced.
Support compensations and benefits implementation.
Coordinate hiring and orientation of staff and consultants.
Council supervisors and staff on HR policies and procedures.
Oversee ISC office services.
Provide creative leadership and innovative ideas in the use of limited resources to achieve maximum results.
Supervisory responsibilities.
Perform other HR related duties as required.
Relationships
Reports to Vice President for Finance and Administration.
Works closely with ISC Vermont, Washington DC and other US based staff.
Regular contact with overseas directors concerning human resources management of international offices.
Frequent contact with management team.
Primary contact for job applicants.
Primary contact with employee benefit and employer insurance providers.
Communicates with Board of Directors and other organizations.
Qualifications
BA degree with emphasis on HR management or related field.
7-10 years of diverse senior HR management (preferably in a nonprofit international assistance context).
Supervisory/coaching experience.
Familiarity with federal and state laws and regulations related to employment, discrimination and labor.
Knowledge of HR information resources/research experience.
Effective communication and interpersonal skills.
Experience managing with confidential information.
Demonstrated experience and success working both independently and in a team.
Ability to travel.
Demonstrated knowledge and commitment to ISC's mission.
