MUNICIPAL ENERGY DIRECTOR
DEPARTMENT-OFFICE OF THE MAYOR FULL-TIME
SALARY-$68,000 CLOSING DATE – JANUARY 29, 2010
DEFINITION This is a professional energy management position involving the application of technical, analytical, evaluation and training techniques for the implementation of energy related systems, programs and policies and strategies. This position involves identifying desirable energy projects and their funding sources, including applying for and managing grants, and managing these energy improvement projects to meet the goals of the community. Position needs to support community sustainability initiatives such as Cool Cities, Cities for Sustainability, Green Ribbon Commission and others. Position will have lead responsibility for City of South Bend Economic Stimulus Energy Efficiency and Conservation Block Grant, development of South Bend Energy Efficiency and Conservation Strategy and implementation of this plan.
Work includes the application of energy management skills and knowledge related to the installation of energy conservation measures in municipal facilities, monitoring and reporting results, and providing training to appropriate city employees. Employees at this Mayoral appointment policy level typically perform independently initiated professional level work involving analyzing energy use patterns and energy savings potentials, recommending improvements, serving as project manager for energy improvement projects, preparing reports, and providing training to departmental personnel relating to energy use. Work involves the analysis of the effectiveness of municipal energy programs and coordination of interdepartmental programs relating to energy use. Work requires the exercise of independent judgment and the utilization of energy management skills in planning work and making technical decisions. General supervision is provided during work.
EXAMPLE OF DUTIES Coordinates the tasks of the energy efficiency financing project involving energy improvement in municipal facilities. Develops preventative maintenance programs relating to energy use in cooperation with individual City departments. Acts as liaison to City departments regarding energy decision making. Participates in the development and implementation of community energy programs. Provides support to the Energy Commission regarding the development of the annual work plan. Conducts surveys and collects information to be used in administrative, fiscal, budgetary, and procedural analysis regarding the City’s energy use. Assists with the interpretation and explanation of new systems, programs, procedures, and methods of operation regarding energy use. Prepares periodic and special reports for internal and external use relating to the City’s energy use and costs. Develops incentive programs for City departments regarding municipal energy conservation. Assumes additional responsibilities as requested.
EDUCATION AND EXPERIENCE Graduation from an accredited four-year college or university with major course work in energy management, related engineering practices, or a related subject area; experience in energy management; or an equivalent combination of education and experience.
KNOWLEDGE AND ABILITY Knowledge of energy management principles and practices. Knowledge of modern methods and techniques appropriate to energy conservation measures including heating, cooling and electrical equipment. Knowledge of energy monitoring systems, methods and techniques. Knowledge of utility rate schedules. Ability to assemble and interpret a variety of energy related data and prepare accurate written reports. Ability to establish and maintain effective working relationships with associates, municipal officials, and the general public. Ability to make comprehensive analysis and evaluations of energy operations and recommend areas and methods for improvement. Knowledge of organization and operation of various City departments regarding energy use. Knowledge of federal, state and local energy programs and activities. Ability to communicate effectively both orally and in writing. Ability to analyze operations and recommend programs to provide savings. Knowledge of the use and applications of a personal computer.
LICENSE NEEDED: Valid Driver’s License
