Job Description: 

Serves as botanical specialist responsible for identifying and documenting a comprehensive range of plant species and plant communities indicative of wetland versus non-wetland habitats utilizing methods and procedures outlined in the Corps of Engineers 1987 Wetland Delineation Manual with a focus on difficult and complex determinations. As specialist for matters pertaining to environmental aspects of violations of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899. Documents quantity and quality of wetlands negatively impacted by violations in complex and sensitive environmental areas; recommends nature and scope of interim restoration to acceptably maintain environmental quality during investigation and after-the-fact permit processing phases. May conduct investigations of serious violations of Clean Water Act. Review and process to completion incoming wetland determination requests based on in-house resources and field inspection where warranted.

# Basic requirement: Bachelor's degree directly related to this occupation and 1 year of experience directly related to this occupation equivalent to the next lower grade level.

Specialized Experience:

To qualify for YD-01, applicants must possess one year of experience in the same or similar work at the next lower pay band or equivalent under the General Schedule (GS) or other pay systems requiring application of the knowledge, skills, and abilities of the position being filled. Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band.

Specialized experience is defined as:

1. Knowledge of Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.

2. Knowledge and experience in botany and plant taxonomy and identification of wetland species.

3. Ability to conduct studies and prepare reports.

Equivalent experience may be at the level of the lowest GS grade covered by the applicable pay band.

Specialized experience is defined as:

1. Knowledge of and experience with a broad range of environmental principles, regulations, policies, procedures, laws, and techniques sufficient to insure that regulatory work is in compliance with applicable legal standards and other requirements.

2. Knowledge of and experience in interpreting the National Environmental Policy Act, Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899.

3. Knowledge and experience in botany and plant taxonomy and identification of wetland species.

4. Knowledge and experience in characterizing hydric versus non-hydric soils and evidence of the presence of wetland hydrology.
