Job Description: 

This is a permanent, full time position in Santa Cruz, CA.

Scope

Responsible for the oversight of the environmental compliance process for Island Conservation's projects in the US and its territories. Particular focus on the oversight, planning and implementation of environmental impact analyses (EIAs) as required by the National Environmental Policy Act (NEPA) for all applicable IC projects.

 

The Environmental Compliance Specialist's primary scope of compliance oversight is limited to major regulations that govern the management of environmental resources, and generally does not include compliance with regulations governing specific operational parameters (worker safety, contracting, additional agency-specific rules and regulations, etc.).

 

Authority

Reports to the Director of Conservation.

 

Works closely with IC project managers, IC staff, private contractors, government representatives and key stakeholders in all aspects of the environmental compliance process for IC projects in the United States and its territories.

 

Directs IC staff and private contractors on a project-specific basis for research, analysis and writing.

 

Duties/Responsibilities - Primary

NEPA analysis and consultation

Assumes responsibility within IC for the major environmental compliance processes required by the US federal government, including several already in process. In particular, ensures compliance with the guidelines set forth by NEPA and its subsequent clarifications, amendments, and related additional regulations (as set forth by CEQ, individual agencies and bureaus, and subsequent legislation).

 

In cooperation with IC project managers, appropriate IC staff & contractors, all involved government agencies, and experts in the relevant fields:

*

Sets the purpose and scope of analysis for proposed actions to be analyzed
*

Determines critical environmental issues to be considered.
*

Identifies a range of reasonable alternatives for meeting the purpose and need for action.
*

Analyzes the potential environmental impacts of the each reasonable alternative, based on the framework of the critical environmental issues identified above.
*

Produces a document that captures the analysis conducted above (an Environmental Assessment (EA) or Environmental Impact Statement (EIS)).
*

Produces other relevant documentation as necessary (Notices of Intent (NOI), Finding of No Significant Impact (FONSI), Record of Decision (ROD), etc.).
*

Assists the involved government agencies in seeking input from direct stakeholders and the public at large, including comment periods and public information sessions.
*

Addresses the concerns of stakeholders and the public at large in the analysis above.

Internally (within IC):

*

Manages IC's NEPA program as it relates to individual projects as well as programmatic efforts to facilitate IC's work throughout the US and territories.
*

Delegates analysis tasks to appropriate IC staff (including Project Managers, Island Restoration Specialists, and/or staff Experts) and contractors.
*

Procures and manages contracting services for EIAs.
*

Produces and manages budgets for EIAs.
*

Collaborates with Project Managers to 1) include NEPA analysis requirements in implementation planning and 2) ensure full consideration of implementation concerns in NEPA analysis.
*

Advises project managers on NEPA requirements with regards to contracting and agreements with government agencies.
*

Stays abreast of current issues & events related to NEPA as they relate to IC's work.

Environmental compliance management - General

In cooperation with IC project managers, appropriate IC staff & contractors, all involved government agencies, and experts in the relevant fields:

*

Identifies all relevant and potentially relevant environmental regulations for IC projects.
*

Ensures that IC projects fully comply with all federal, state and local environmental regulations.
*

Stays abreast of current issues & events related to environmental regulations as they relate to IC's work.

Duties/Responsibilities - Secondary

General project support

As time allows:

*

Provides project assistance and advice to support IC's projects in the field.
*

Assists with the compilation of progress and summary reports to IC's funders, including foundations, government agencies, and private donors.
*

Assists with the creation of scientific and technical reports and publications through proofreading, editing, and writing.
*

Performs other duties that may be assigned.

 

Experience, Skills, Abilities and Characteristics

Experience

* Required: Bachelor's degree (or equivalent) in wildlife sciences, environmental and/or conservation biology, environmental policy, or a related field.
* Required: Specific training and practical experience in the implementation of the provisions of NEPA.
* Required: Three years' experience implementing environmental compliance processes for major actions on federal lands. More experience a plus.

Skills

Previous exposure to experimental design and implementation. Excellent literature acquisition skills, including utilizing online article databases and University library systems. Excellent literature review and summarization skills for the purposes of complex technical reports. Strong writing skills. Familiarity and comfort with US federal government regulations and working with federal and state regulatory and land management agencies.

 

Abilities & characteristics

Strong work ethic. Excellent organizational, multi-tasking, and work flow prioritization skills. Impeccable attention to detail, but with a sense of humor. Ability to work independently, solve complicated and novel problems with limited supervision, and learn a wide variety of new skills quickly and effectively. Excellent interpersonal and oral skills. Eagerness and ability to work effectively with people of diverse skills sets and working styles. Passion for and commitment to the prevention of extinctions on islands through decisive conservation action.

Salary: Commensurate with experience. Includes health insurance, vacation and holiday compensation
